Rebbi Eliezer brings a proof the hefker beit din is hefker from the heads of the tribes' division of Eretz Yisrael. However, it seems from the Pesukim in the Torah and in the Navi, as well as from the Gemarra in Bava Batra 122a that the division was done based on a lottery. If so, that the division was done by a lottery and not by man, how can Rebbi Eliezer learn from there that hefker beit din is hefker?

The Gemara in Bava Basra (122a) merely implies that the division of Eretz Yisrael into portions for each tribe was done through a lottery. However, each person's portion from the tribe's inheritance was managed by the heads of the tribes.
