Why does the Gemara on 2b say "rov beki'in hen" while discussing Rabbah's viewpoint, which is exactly the opposite?

The point would seem to make more sense being placed on 3a, when discussing Rava's alternate viewpoint.

I have a question on gittin daf 2 were it says rabbah holds that the witnesses have to make a declaration that it was written and signed in front of them is bec. that people are not knowlegdeable in the laws of gitten. However towards the bottom of the daf it says that according to Rabbah most people are knowledgeable. Is this not contradictory.

The Kollel replies:

The Gemara's intention is to answer the question -- according to Rabah, who is concerned that perhaps the Get was not written Lishmah -- that how can we believe the Shali'ach, who is an Ed Echad, to say that the Get was written Lishmah. To this the Gemara replies that since "Rov Beki'in Hen" and the concern that the Get was written Lo Lishmah is only a Cheshash d'Rabanan, we can accept the testimony of the Shali'ach. Hence, Rabah agrees that Rov Beki'in Hen, but even so there is a concern -- d'Rabanan -- that necessitates the enactment of saying "b'Fanai Nichtav..." to ensure that the Get was written Lishmah.
