Rabbi Shimon ben Yochi explains why the one hair cut can't be used for 2 purposes. in particular, Nazir Tahor and Metzora - this one is before the Mikve and the other after the Mikve, and one before throwing the blood and one after.

How does this square with the Mishna on 59b (as explained in depth at 55b - 56a). each time he is a Safek - so when does he take the haircut each time?- before or after sprinkling the blood? Does he go to the Mikve first or after?

The Kollel replies:

Rebbi Shimon ben Yochi does not mean that a single haircut cannot be done before or after the Mikvah or Korban. After all, he can go to the Mikvah twice, or cut his hair after the Korban Olan of a Nazir but before the Chatas ha'Of of the Metzora.

Rather, Rebbi Shimon ben Yochi means that the two haircuts are different types of haircuts, i.e. they are inherently different by nature. One is a "pre-Mikvah" haircut and a "pre-Korban" haircut, while the other is a "-post-Mikvah/ post-Korban" haircut. Thus, one haircut cannot satisfy both needs.
