Pinchos Osher Rohr asked:

You write: (c) (Rav Asi): A Minyan is always required.

This seems to contradict Rashi dh v'Rav Asi amar. Rashi says clearly that this means just that it's a mitzva to try to find a minyan, but if you can't find one you're still required to read it alone. Who are you basing this on?

The Kollel replies:

When we wrote "required", we meant required l'Chatchilah, if a Minyan can be found. We have changed the files online to make this point clearer.
