On the bottom of Megilla 2a, why is it a "teyuvta" on Rabbi Yochanan, why cant Rabbi Yehudah disagree with both R Akiva and the chachamim, since he is a tanna? The teyuvta is dependent on the notion that R Yehudah agrees with the chachamim, but why can't he disagree with them and R akiva?

It is generally accepted that where there is a Machlokes Tana'im, any third Tana who is not mentioned together with the disputants holds like one of them; otherwise, he would have been included in the Machlokes as a third opinion. Hence, the Gemara takes for granted that Rebbi Yehudah will hold either like Rebbi Akiva or like the Rabanan.

Was Rabbi yehudah explaining the Chachamim's opinion?
i.e. was he saying: when does the hetter to read from the 11th apply according to the Chachamim?
How did he know the Chachamim's opinion so well?
Rebbi Yehudah is not explaining the Chachamim's opinion. He made a statement that conformed to the opinion of the Chachamim. The Gemara does not say that he knew about their opinion, but it is also not necessary that he knew about it.
