Sholom Rav,
On the assumption that your question refers to the prohibition of eating meat and drinking wine on Motza'ei Tish'ah be'Av that fell on Sunday (as it did this year), I would suggest that it is based on Chazal, who have taught that there is no Simchah other than with meat and with wine. And it seems insensitive to jump out of mourning for the Beis-ha'Mikdash straight into Simchah.
