My question is, the Brisker Rav cites his father Rav Chaim that the brocho on Krias HaTorah might not be a birchas Mitzvo - that is perhaps why the Rambam holds that one does not make a brocho on Krias Hallel on Rosh Chodesh.

BUT, why must we learn the brocho for Hallel Rosh Chodesh from the brocho on Krias HaTorah. Why not learn it out directly from the brocho on Krias Hallel for the Yom Tov, Chanukah, etc, when we certainly can say "v'tzivanu"? If this is so, the brocho on Rosh Chodesh Hallel should be comparable to the various brochos we make on Yom Tov Sheni shel Goluyos and the Rambam should hold that we do make a brocho on Rosh CHodesh Hallel. Any thoughts?

The Kollel replies:

Kri'as Hallel on Yom Tov is definitely a Mitzvah, but that is a "Whole-Hallel." The "Half-Hallel" of Rosh Chodesh is a different act entirely and it cannot be compared to the Hallel of Yom Tov. Rather, its laws must be learned from the precedent of Kri'as ha'Torah.
