R. Wiski asks:
The bracha of Hatov Vehameitiv of Birchas Hamozon - gemara states that it was instituted by Chachamim as thanks for being able to bury those massacred at Beitar who they had not been allowed to bury and who had miraculously not decayed.
If the gemara specifically states that the bracha was instituted by chachamim how can they then argue that is d'oraisa? What am I missing here?

What is wrong with saying that the opinions are arguing over whether 'ha'Tov ve'ha'Meitiv' is d'Oraysa or whether the Chachamim instituted it?
