22A- Why isnt shema considered something that needs to be said in fear and reses and zeya etc... why is it derech eretz? its about Hahsem's malchus

The Kollel replies:

1) Rebbi Yehudah agrees that Shema must be said with "Yir'ah, Reses, and Ze'ah." The dispute between Rebbi Yehudah and Rebbi Meir concerns only the recitation of blessings. Rebbi Meir maintains that the only Berachah that the Ba'al Keri may say aloud is Birkas ha'Mazon after eating bread, because this is d'Oraisa. Rebbi Yehudah disagrees and says that one may say all the Berachos out loud. On this, Rav Nachman bar Yitzchak commented that Rebbi Yehudah has made them like "Derech Eretz." Rashi explains (according to the emendation of the Rashash) that Rebbi Yehudah made the Berachos like Derech Eretz.

2) The Shitah Mekubetzes (beginning of 22a) explains that Rebbi Yehudah equates Berachos -- even though they are only mid'Rabanan -- with Keri'as Shema, which is d'Oraisa. There is a Din d'Rabanan that a Ba'al Keri should not learn Torah, but Chazal waived this so as not to affect the Mitzvah d'Oraisa of saying Shema. Therefore, Rebbi Meir agrees that a Ba'al Keri reads Shema. Rebbi Yehudah went one step further and said that a Ba'al Keri may also say Berachos, even though they are only d'Rabanan.

3) For this reason, the Shulchan Aruch (Orach Chayim 61:1) rules that one must say Shema with "Yir'ah, Reses, and Ze'ah." This is because Rebbi Meir and Rebbi Yehudah both agree to this.
