I don't understand Tosofas' comparison of Hallel to tefillah. One can say that the reason why Hallel is puter is because all Hallel is praises to Hash-m and therefore the rule of Mitzvas Aseh SheHazam Grama exempts it,as opposed to tefillah which is Rachamay and more vital for a person to say. Therefore, Tosafos should agree with Rashi, and this part should not be included in the Gemara.

The Kollel replies:

You draw a distinction between Tefilah and Hallel, in that Tefilah is Rachmei and therefore indispensible, whereas Hallel is not.

But you are using the S'vara the Gemara gives in the answer to explain why the Kashya is not necessary! In the question 'P'shita', we did not yet know that Tefilah is different, in which case there is no difference between Tefilah and Hallel in this respect, just as Tosfos explains.
