Michael Rubin asks asks:

Hi,

I recently saw that the chofetz chaim in sefer mitzvos hakotzer writes that one who does does not wear tefillin is over a separate aseh' for each parsha. What is yhe source for this? Thank you and tizku limitvos!!!

The Kollel replies:

The source is Gemara Menachos 44a where Rav Sheses said that anyone who does not wear Tefilin is over 8 aseh. Rashi writes that there are 4 parshios and each one contains 2 aseh; one for the Tefilin of the arm and one for the Tefilin of the head.
