1) What exactly is Tosafos's kashya? Do I take it for granted that I know we can't daven mincha "all day" or is he really asking why the mishna doesn't mention starting times for the different davening?
2) The last part of this Tosafos is an implied question about why the mishna mentions mincha before mussaf. I'm not clear on how this connects to the previous topic about kol hayom, especially since it writes "ul'hachi". I thought Tosafos usually have a separate dibbur hamaschil if the topic is different, so this is why i don't understand the connection. thanks!

1) Tosfos clearly asks why the Mishnah uses the expression "Ad ha'Erev" by Minchah, and not "Kol ha'Yom" as it does by Musaf. That certainly rules out your second suggestion.
What you should have asked (and perhaps that is what you meant) is whether Tosfos thought that, like Minchah, one can only Daven Musaf from six and a half hours (and that from six and a half hours until night is called "Kol ha'Yom.") Or whether they assumed that like Musaf, one may Daven Minchah from the morning, and all day must be taken literally. From the Lashon of Tosfos, I think that the first explanation is correct, but I'm not one hundred percent sure.
Either way, they answer by drawing a distinction between the two, and that "Kol ha'Yom" is meant literally.
2) Tosfos then asks that, having just concluded that the time to Daven Musaf precedes that of Davening Minchah, why the Tana then discusses Minchah before Musaf, and not vice-versa? Tosfos answers that the principle that "What is common takes precedence" over-rides that of following the order of the times.
