What does that mean?

Clearly for kodshim kalim there is no problem. but kodshei kodshim are assur to take out of the Azara.

is such a person chayav anything?

2. The Kollel replies:

The Isur regarding the meat of Kodshei Kodshim is not the actual removal from the Azarah but rather eating them outside the Azarah. (The issur is a Lo Ta'aseh; see Devarim 12:17, Rambam Hilchos Ma'aseh ha'Korbanos 11.) Such meat is Pasul and may not be eaten even if it returns to the Azarah. However, in this case, when he sacrificed the animal but did not eat the meat, there is no Isur involved.
