(a) I am not sure why we "need" the Kal v'Chomer, but the exercise of speaking it out is instructive. If not for this I would think that the smaller the measurement, the more Chamur it is to be accurate, because the potential errors are a higher percentage of the transaction. (In fact, this reasoning is so good I am not sure why it is incorrect.)
(b) I suspect Rashi does not spell out the relationship between Parshas Tzitzis and Yetzi'as Mitzrayim because that relationship is codified as part of the Mitzvah of Keri'as Shema; see Berachos 12b, Gemara, and then Mishnah.
