The source for this quote is the Sifrei in Parshas Re'eh (102) which cites it in the name of Rebbi Akiva. Presumably, Rav Chanan is quoting this Sifrei. In Perek Chelek the discussion is about all kinds of people who do not believe, but there is no reference to how to answer them (except for the discussions about Mashi'ach).
