I see that there is debate in the case where there are insufficient lambs ... can the musaf be brought w/o the tamid, etc. In a situation when there are NO animals available, (e.g. the city is under siege), would it be halachically permissable to bring grain/mincha offerings? (minchas chotei, etc?) I can't find the answer to this. In other words can meal be offered on the mizbeach if the temidim and other animals are not offered?

Dear Rebecca,

Hello there and thanks for your question. According to the Gemara in Erchin 12b if there are no sheep for Temidin available, other types of animals may be sacrificed, despite the fact that there was no Tamid. I would assume that the same applies to Minchah offerings as well.
