Why, after his nomination as Nasi, R. Elazar Ben Azaria, does not express his position about Yehouda Ger Amoni?

It would seem that a Nasi is not expected to express his opinion on every issue, nor does his position determine the final Halachah in every issue.
The Gemara does not say that all the doubts were resolved because Rebbi Elazar ben Azaryah in his wisdom, dispelled them all, but because of the numerous benches that were added, which meant more Talmidei Chachamim were available to iron out all the issues that were unclear.
