The Prisha on the Tur siman 89 says that if someone does tashlumin, he gets reward that is like the reward for tefilah b'zmanah. How can this be? and if so, wouldn't it be better if one misses the 4 hour zman for Shacharis to just wait until Minchah and do tashlumin then and also get s'char tefilah b'zmanah?

The answer to your question is inherent in the Perishah there.
(a) Since the time at which he is Davening the Tashlumin is also Z'man Tefilah (the time for Minchah ), and the person is involved in Tefilah and has Davened Minchah in its propert time, he is able to Daven the Tashlumin for Shacharis and it is as if he said it in its proper time (if the reason he did not actually say it in its proper time was due to a Shogeg or Ones).
(b) A person only receives S'char for Tefilah b'Zmanah for Tashlumin when by mistake he did not Daven in the proper time, such as he did not say Shacharis until the Z'man of Minchah (i.e. Chatzos ha'Yom). However, if he realizes before the Z'man of Minchah that he did not say Shacharis, and he purposely delays saying Shacharis until the Z'man of Minchah, he does not get S'char for Tefilah b'Zmanah at all.
