in megilah 21a it states that g-d created the world with 10 "maamorim", if you count how many times it says "va'yomer" you will find that there are 10. The Gemara obviously does not accept one of them (there appears to be 2 the gemara should not accept). My question which posuk does the gemarah not accept and why? thanking you in advance.

The Kollel replies:

The Gemara counts 9 "Vayomer"s, and the word "Bereishis" is counted as the tenth Ma'amar.

The two Vayomer's that are left out are 1:28 and 1:29. Neither of those refer to an act of creation, and thus they are not included in the Ma'amaros with which Hash-m created the world.

This leaves us with 9, but only if we include the Vayomer of 2:18. This is considered a statement involving a creation, because Hash-m says that He "will make" a helpmate for Adam ha'Rishon.
