It appears to me that consuming human lifeblood is a) forbidden but b) not subject to kares. Is this correct and, if so, why?

It is only forbidden mid'Rabanan, either as a special Rabinic prohibition or simply due to Mares Ayin (see Aruch ha'Shulchan Y.D. 66:35). Although I understand the nature of your question, the Torah did not forbid everything, and often left it for the Rabanan to forbid certain things.
