The Kollel replies:

No, the Halachah follows the ruling of Rebbi Yehudah ben Beseirah who allows a Baal Keri to study Torah, as the Gemara concludes (in Berachos 22a). The Tur (OC 88) cites a number of Geonim who rule that although Torah does not require Tevilah, Tefilah does require Tevilah. However, he concludes that the common practice is not to require Tevilah for Torah or for Tefilah.

The Kollel replies:

I do not think so. Ezra's Takanah was that a Ba'al Keri may not learn Torah. Rebbi Yehudah ben Beseirah found a loophole to permit it. See Bava Kama 82b and Tosfos there DH Asa, Berachos 22b and Tosfos there DH v'Leis Hilchesa.
