It would be most inconvenient to have Tzara'as and not be able to become Tahor (without the Beis ha'Mikdash).
Moreover, Tzara'as is given as a punishment/rebuke for various forms of transgressions. However, one must be on a very high level of righteousness in order to merit such open signs of communication from Hash-m. Today, no one is on that level.
