We say that a cheresh should not be torem teruma but if he did he is yozie b'deved. What happens if a cheresh makes a brocha is one permitted to answer amen to the cheresh's brocha.

I don't think there is any doubt that one should answer Amen to the Berachah of a Cheresh. The Cheresh should not put himself into the situation that requires him to make the Berachah - i.e. he shouldn't take Terumah - but once he has, he is obligated to make the Berachah. Why wouldn't we answer Amen to a Berachah that he is obligated to make?
When are we are instructed not to say a Amen to a Berachah? When the person shouldn't have made it. For example, a person who steals flour and bakes bread with it (Bava Kama 94a), even though he separates Chalah from it and makes a Berachah it is a Berachah l'Vatalah. Our case is certainly not a Berachah l'Vatalah so one should answer Amen.
