Please clarify your question; I am not sure that I understand it for a number of reasons.

First of all, as far as I can see, the verse in Yeshaya is referring to judging Jewish sinners. Second, the Mishnah in Rosh Hashanah 16a tells us that all of mankind is judged together on Rosh Hashanah and Yom Kipur. What is your source that non-Jews are judged on Hoshana Raba? To the best of my knowledge Hoshana Raba is not mentioned anywhere in Midrashic literature as a day of judgment. Did you find such an idea in the words of the Chasidic masters?
