What is it about dates that it has a 'halachic' statis of something that sustains, that even if one were to make 'HaMotzi' on a date he would still be yotzai his 'chiyuv', 'b'dieved'?

First of all, please note that the Gemara is not speaking about Hamotzi. Rather, it is discussing reciting Birkas ha'Mazon as opposed to Al ha'Etz v'Al Pri ha'Etz. The Rosh writes that even with the first Berachah of Birkas ha'Mazon you are Yotzei.
The reason that dates are considered "Meizin" is because one can eat them for his main nourishment, like bread. The same cannot be said for the other six of the seven Minim.
