Why does the Gemara ask twice how long is Hash-m's anger and gives two different answers?

If, as the commentaries explain, 'ke'Meimrei' (the second answer) means the time it takes to say 'Rega' - then it is clear that Rebbi Avina (who gives the second answer) disagrees with the first answer given by the Beraisa.
