If a vow for charity is subject to "not to delay", how is one permitted to use the money prior to giving it?

The Gemara in Rosh Hashana 6a states that charity vows are subject to "Bal Te'acher" (not to delay) immediately, because the poor people are readily available to give the money to them. If one did not vow to give specific money, then he may do whatever he wants with the money. If he did vow to give a specific object or money the ruling is more complex.
