Bikurim is actually only three Perakim; the last Perek is a Beraisa, and not part of the Mishnah. Thus, it follows the normal pattern.
However, you are correct that the only exception to this rule appears in Zeraim.
Berachos 9
Peah 8
Demai 7
Kilayim 9
Shevi'is 10
Terumos 11
Maasros 5
... the rest are OK. It is a mystery why the pattern was dropped for Kilayim Shevi'is & Terumos, which may be why the Rambam and others are justified in giving different reasons for the orders of the Masechtos. Rav Margulies, who was one of those who proposed this theory in the first place, did not come up with a plausible explanation for this exception. Sorry! (We touched on this in our introduction to Berachos.)
