Is the maclokes between Rav Yehuda and Rav Pappa a question of what is the shita of the chachmamim (Rav Yehudah saying that the chachamim obligate a korban in the case of yachid sheasa al pi horas B'D , and rav pappa arguing on this) or are they in agreement as to the the shitas chachamim (that being chayiv) but rav pappa argues on rav yehudah's mekor for the shitas chachamim and says that R' Yehudas mekor is not muchrach? (or perahps an option we didn't think of?)

Your first option is correct. Rav Yehudah asserted that the Beraisa was of the opinion that Yachid she'Asa b'Hora'as Beis Din is Chayav. Rav Papa attempted to refute this assertion and suggested that the Beraisa in question could hold that Yachid she'Asa b'Hora'as Beis Din is Patur. If this were to be true, then there would be no basis for Rav Yehuda's assertion that the any Tana disagrees with our Mishnah.
