It seems to me the word "hazeh" is odd and unnecessary in this Rashi. Am I wrong? If it is indeed extra, why is it there?

Without that word, the sentence ("like a horse that doesn't sleep") would imply that we are referring to a specific horse - one that does not sleep. Of course, that would not be a sensible explanation - why refer to a horse that doesn't sleep rather than any animal, or even person, who doesn't sleep?
The word "ha'Zeh" means changes the focus from a specific horse, to the species "horse". The sentence now reads "like the horse , that does not sleep..."
