tosfos explains in divrei hamaschil lisni that we see such a concept that morning is the ikar from the tamid, but how is this a raiya?
also the tos. rosh says that the ikar mitzvos are in the daytime, where does he get this from?

Tosfos writes that the morning Tamid comes first, since in Shemos 29:39 the Pasuk mentions the morning Tamid before the afternoon one.
As for the Tosfos ha'Rosh, if you think about the few Mitzvos Ma'asiyos that we actually perform (i.e. those which are time dependent) you will immediately notice that the large majority of them are daytime Mitzvos (e.g. Tzitzis Tefilin Esrog Milah etc. -- see also what the Kollel wrote in Insights to Bava Basra 4:1:d).
Note as well that the Shulchan Aruch starts the day from the morning.
