Why does the Torah here give the time-frame of Hashem's reward as two thousand generations, and at the end of the Parshah (Devarim 7:9), as one thousand?


Rashi: Bearing in mind that "Shomrei Mitzvosav" refers to those who serve Hashem with Yir'ah, 1 here, where the number is juxtaposed to those who serve Hashem with Ahavah, the reward goes up to two thousand generations, whereas when the Pasuk later juxtaposes the number to those who serve Him with Yir'ah, it goes down to only one thousand generations.


Targum Onkelos and Targum Yonasan: Refer to 7:9:1:2.


Which is a lower level than serving Him with Ahavah.
