Rashi and Targum Yonasan: It means that Hashem will punish the nations retroactively, 1 from the time that they first 'breached 2 Yisrael'.

Targum Onkelos: It means that Hashem will remove the crowns from the heads of the enemy.

3.

Da'as Zekenim, Hadar Zekenim (41): I will pay (punish) the head of the enemy.
