Ramban: Because Hashem bears the title of 'Elokei ha'Aretz' - as we see in Melachim 2, 17:6 and Divrei Hayamim 2, 32:19. Refer also to Vayikra, 18:25:1:1.

QUESTIONS ON RASHI

Rashi writes that "Elohei Neichar ha'Aretz" are the gods of the nations of the land. How do we know that it does not mean the foreign gods of the land!

Riva (citing R. Elyakim): Because it should then have written 'Elohim Nochrim' (plural).

Riva: Because if it meant foreign gods of the land, it should not 1 have said 'Elohei', since 'Eloha' (or 'Elohei') is always connected to the following word.
