What is "ha'Chukim u'Mishpatim asher Tishm'run La'asos referring to?

Seforno: They are referring 1. to destroying Avodah-Zarah wherever it is to be found; 1 2. not to offer Korbanos in any random location 2 - like the Cana'anim used to do; 3. to designate the location that Hashem will choose in which to bring Korbanos. 3

Seeing as destroyig Avodah Zarah is a Mitzvah that is not connected to the land, why does the Torah insert the words "La'asos ba'Aretz"?
