Why did Moshe refer to Yisrael like the stars in abundance, when their numbers were known to be six hundred thousand?

Rashi: What Moshe meant was that Yisrael's existence is eternal, like the day - the sun during the day, and the moon and stars at night. 1

And the word la'Rov" refers to a future date, when they would become numerous like the stars (Sifsei Chachamim), which justifies Rashi's next comment - Refer to 1:11:1:1.
