What are the ramifications of "me'eis ha'Rav Tabu u'me'eis ha'Me'at Tam'itu"?

Ramban (citing Bava Basra,122a): This refers, not to the tribes, who each gave the towns equally, 1 but to the families, 2 who gave according to their size.

Seforno: This refers to the tribes, the larger the tribe, the more towns it gave, though the value of the towns that each tribe gave was equal 3 :

Targum Yonasan: 'The larger tribe gave more (towns), the smaller tribe gave less.
