What is the significance of forty-eight towns?

Oznayim la'Torah: The towns had to be average size towns, 1 which the Gemara in Erchin, 33, defines as one of five hundred inhabitants. Consequently, seeing as there were twenty-three thousand Levi'im, they would need forty-six towns, to which they added two to allow for the number of murderers who the Torah aniticipates would eventually live there.
