Why does the Torah insert "Vayichar Af Hashem twice - here and in Pasuk 13.

Oznayim la'Torah: Because that is what happened by the episode of the Meraglim - Hashem was angry with them and he decreed to kill them all on that day; and it was only on account of the Chilul Hashem involved that He relented and, still in a state of anger, switched it a decree that they would die out over a period of forty years. 1 allowing them to die

Oznayim la'Torah: Hence the Torah adds "ba'Yom ha'Hu" in the current Pasuk and "be'YIsrael" in Pasuk 13.
