Why does the Torah write "ve'ha'Chonim lifnei ha'Mishkan" and not 'Yachanu' (in the command form [Sifsei Chachamim]):

Rashi: This hints 1 at the fact that Degel Machaneh Yehudah, who also encamped in the east, were neighbors of Moshe 2 - which explains why Yehudah, Yisachar and Zevulun were all great in Torah. 3
