Here it says that they complained against Moshe. Pasuk 13 says that they complained against Hashem!

Rashi: Had they meant that they wished they had died when their brothers died, then they would have said (not "bi'Geva", but) 'bi"Gevo'a'.


Rashi: Pestilence - which is not as horrific a death as that of thirst.
