Having already commanded the Levi'im to give T'rumas Ma'aser, what is "mi'Kol Matnoseichem Tarimu" referring to?

1.

Rashi: This Pasuk refers to Terumah Gedolah, which the Levi is obligated to take before taking T'rumas Ma'aser, in the event that he precedes the Kohen to the granary (after the threshing has taken place) 1 and receives Ma'aser Rishon.

2.

Temurah, 4b: It extends the Mitzvah to give the Kohen Terumah even from Bikurim which the owner has not yet separated - rendering the La'av of not giving Terumah 2 before Bikurim a 'La'av ha'Nitk la'Asei', which is not subject to Malkos.

It is not however, subject to Malkos. See Torah Temimah, note 119.

What are the implications of "mi'Kol Chelbo es Mikd'sho Mimenu"?

1.

Yerushalmi T'rumos, 2:1: It implies that one may separate T'rumas Ma'aser from Tahor on to Tamei. 1

2.

Yerushalmi T'rumos, 2:1: "Mimenu" implies that Terumah Gedolah must be taken from what is next to it (min ha'Mukaf). 2

3.

Yerushalmi T'rumos, 4:6: It implies that if what one separated from the pile - Ma'aser min ha'Ma'ser (one hundreth) falls back into the pile, it does not become Bateil - in which case Terumah 3 only becomes Bateil one in a hundred and one (including the one that fell in)..
