Rav Sadya Gaon (according to the Magihah in Toras Chayim), Ibn Ezra: The enemies mentioned at the end of verse 17.

Ri Kara: Those of Bnei Yisrael in Galus. Had they screamed while they sat serenely in their land, they would not have been exiled and would not need to scream in Galus.

R. Avigdor: It is not clear if the hearts of Yisrael scream to Hashem about the walls of Yerushalayim, or the walls scream to Hashem about Yisrael, for they did not sin.

Palgei Mayim: Yisrael screamed due to the awesome afflictions, and due to this the curse "Ad Hishamdecha" (Devarim 28:20) was nullified.

Does the verse tell the wall to cry?!

Rav Sadya Gaon: It tells the people of the wall of Kahal Tziyon to cry.

Ibn Ezra: The enemies tell her to cry over her infants dying of hunger, and the Kohanim and Nevi'im killed in the Mikdash. Those who say that it refers to [the murder of] Zecharyah - this is a Drashah.

Palgei Mayim: Yes, the Navi tells it to cry.

What is "Fugas"?

Rashi: It is removal (ceasing), like "va'Yafeg Libo" (Bereishis 45:26).

Ibn Ezra: It is as if it says "Fugas Ayin" (do not cease to see).

Rid: It is an expression of change, like "va'Yafeg Libo." The Targum of "v'Reicho Lo Namar" (Yirmeyah 48:11) is v'Reichei Lo Fag.

Ri Kara: It is stopping, like "Eini Nigrah v'Lo Sidmeh me'Ein Hafugos" (3:49).
