Rashi citing Rus Rabah 2:19: Yad Hashem always refers to Dever. The source is "Hine Yad Hashem Hoyah" (Shemos 9:3).

Vilna Gaon: Even though Yad Hashem came against me, I have greater pain from your pain.

Malbim: Yad Hashem is striking. We do not find is used with an expression of Yetzi'ah, rather, with Havayah - "Tehi Na Yadecha Bi" (Shmuel II, 24:17). Here it says Yatz'ah, to show that He finished on her all His Makos; He cannot strike her a second time. A Midrash says "Bi" - in my sons and my husband. There is nothing left for Him to strike 1 ! However, regarding you, Haysah Yad Hashem, but not Yatz'ah.
