Rashi and Rashbam: It refers to the fire that was about to descend from the Heaven 1 to consume the Korbanos 2 that they were now bringing.

Seforno: It refers to the Shechinah that filled the Mishkan after Moshe finally erected it, 3 in acknowledgement of the work of their hands, and in whose honor the current Korbanos were being brought.

Rosh: The open revelation of Shechinah showed all mankind that [Yisrael] were forgiven for Chet ha'Egel. The letters of "Nir'ah Aleichem" (verse 4) are the letters of Aharon and Micha'el. He was appointed 4 to advocate for Yisrael in Shamayim.

Why did the Tzibur offer an ox and a ram for Shelamim?

1.

Moshav Zekenim #1: The ox atones for "Va'Yamiru Es Kevodam b'Savnis Shor" (Tehilim 106:20)" If it prosecutes, the ram of Akeidas Yitzchak advocates opposite it.

2.

Moshav Zekenim #2: The ox corresponds to Avraham, who ran to the Bakar [to take oxen for his guests]. The ram corresponds to Yitzchak, and the Minchah mixed with oil corresponds to the Imahos.
