Why does the Torah insert the phrase "Viyeshavtem al ha'Aretz la'Vetach" here?

Rashi and Seforno: As the Torah specifically writes 26:34 & 43. Indeed, the seventy years of Galus Bavel were a punishment for the seventy Sh'mitah- years that they they did not observe.
