What is the significance of the phrase "Kodesh Yih'yu la'Hashem la'Kohen"?

Rashi: It teaches us that the two lambs are Kodesh Kodshim 1 and that they must be eaten by the Kohanim within the hangings of the Azarah.

Rashi: Unlike Shalmei Yachid, which are Kodshim Kalim and can be eaten by anyone anywhere within the walls of Yerushalayim.
