What is the difference between "Charutz and "Yabeles"?

Rashi: "Charutz" is a split skin (that opens and closes over the eye); 1 "Yabeles", a wart.

Targum Yonasan adds - that the white and black of the eye are mixed (similar to Rashi on "Tevalul be'Eino" (See above 21:20), which he also seems to learn from the word "Charutz".

Why does the Torah write "Lo Sakrivu" three times (in Pasuk 20, 22, 24)?
