Yoma, 44a: The basic Pasuk is referring to when Aharon enters the Kodesh to bring the Ketores. 1 "be'Vo'o Le'chaper incorporates when he enters to sprinkle the blood of the Par and the Sa'ir, and "Ad Tzeisao", when he leaves the Kodesh.

What is the significance of the order "Ve'chiper Ba'ado u've'Ad Beiso u've'Ad Kol K'hal Yisrael"?

Yoma, 44a: It teaches us the order in which the Kaporos must be brought - first the Kohen Gadol himself, 1 then his family, then his fellow-Kohanim and finally the rest of Yisrael.

Horayos, 13a: It teaches us that the Mechaper (the one who is atoning) takes precedence over the Miskaper (the one over whom he is atoning) 2 and that consequently, if the bull of the Kohen Mashu'ach and the bull of the congregation are waiting to be brought, that of the Kohen Mashuach takes precedence. 3
