Rashi writes that he is forbidden intimacy. Why did the Mishnah (Megilah 8b) not list this among the differences between a Musgar and a Muchlat?

Tana'im in Toras Kohanim argue about whether or not a Muchlat is forbidden. (Rashi taught only about during seven Yemei Sifro.) The Tana of the Mishnah holds that he is permitted, or taught only matters that all agree to. 1 (PF)
